Permit Parking

You must register for all parking permits in the City of Warren through our online permit registration system. Once registered, chose your desired location. Your application goes to Parking Operations for approval and, if necessary, space assignment. You will be notified when you are approved and may begin parking in your permit space.

 Clark Street Garage

Convenient parking within walking distance of the Downtown Business District and offers 500 spaces under cover assigned by number, of which 13 are reserved for disability parking. Registration and payment is required through our online system. Enforcement: 6AM – 5PM Monday through Friday (except holidays), at the following rates:
 
Resident Monthly: $30 (plus $1 processing fee)
Nonresident Monthly: $35 (plus $1 processing fee)
Resident Weekly: $7.50 (plus $1 processing fee)
Nonresident Weekly: $8.75 (plus $1 processing fee)

 Armory Lot on Hickory Street

Convenient parking within walking distance to the west side of the Downtown Business District and offers 20 in-lot spaces assigned by number. Registration and payment is required through our online system. Enforcement: 24 hours a day, all days (except holidays).
 
Resident Monthly: $30 (plus $1 processing fee)
Nonresident Monthly: $35 (plus $1 processing fee)

 Contractor / Dumpster / Construction Permits

When requested, permits may be approved on a temporary basis (not to exceed 30 days). With the approval of the Chief of Police, contractors may be relieved from some of the parking restrictions in order to complete necessary construction projects in the downtown. Contractor permits will be approved on a case-by-case basis and will be subject to payment of any applicable fees.

 Pennsylvania Ave West On-Street

The City has set aside the south side of the 400 block of Pennsylvania Avenue West as on-street permit parking. Registration and payment required through our online system. Enforcement: 6AM-5PM Monday through Friday (except holidays).
 
Resident Monthly: $30 (plus $1 processing fee)
Nonresident Monthly: $35 (plus $1 processing fee)
Resident Weekly: $8.75 (plus $1 processing fee)
Nonresident Weekly: $10 (plus $1 processing fee)

 Residential Parking Permits

The City has an established process for property owners on specific City blocks to have their block designated for resident parking only. For guidance on how to apply initiate this process, contact Parking Operations.

 Water Street On-Street

The City has set aside the block of Water Street between Market and East (12 spaces) as on-street permit parking. Registration and payment required through our online system. Enforcement: 6AM-5PM Monday through Friday (except holidays).

Nonresident Monthly: $35 (plus $1 processing fee)
Resident Weekly: $8.75 (plus $1 processing fee)
