Registration of Real Property Under Foreclosure
On September 15, 2025, Warren City Council adopted Ordinance No. 1990 establishing Chapter 366 of the Code of the City of Warren titled “Foreclosure and Vacant Property Registration” (effective date 1/01/2026). The purpose of this ordinance is to establish a process to address the deterioration, crime, and decline in value of City neighborhoods that may be caused by properties that are in mortgage foreclosure, have foreclosed mortgages, and vacant properties located within the City that are not properly maintained, and to identify, regulate, limit, and reduce the number of these properties. The ordinance calls for implementation of a registration program as a mechanism to aid in protecting neighborhoods from becoming blighted through the lack of adequate maintenance of properties that are in foreclosure, have been foreclosed on, or are vacant.
A vacant property is defined as any parcel of land in the City that contains any building or structure designed or intended to be used as a residence or for any other purpose, whether it be commercial, industrial, or other purposes, that is not lawfully occupied or used for its accustomed and ordinary purpose.
